California law allows local public entities to band together in groups to jointly exercise authority of their members. These groups are known as joint powers authorities. Many JPAs exist to allow self-insurance risk pools, in which the members share risks that might otherwise be insured, and govern their risk sharing obligations by a coverage memorandum.
