California law allows local public entities to band together
in groups to jointly exercise authority of their members.
These groups are known as joint powers authorities. Many
JPAs exist to allow self-insurance risk pools, in which the
members share risks that might otherwise be insured, and
govern their risk sharing obligations by a coverage
memorandum.
The firm's attorneys have provided trial and appellate representation and hundreds of coverage opinions to such authorities since the mid-1990s.
